Schools as learning communities: Learning-centered schools grow from strong cultures

School reform initiatives have been preoccupied with structural issues, largely because changes in structure are tangible and offer the appearance of substantive change. Cultural changes are less visible, more amorphous, and much more difficult to effect. But, columnist Rick DuFour argues that, unless change initiatives address a school’s culture, they are unlikely to significantly impact improved student achievement.
